For months, I have written extensively about how President Trump could have properly used the Impoundment Control Act to legally withhold #USAID funds by simply notifying Congress. The last time I wrote about is was February 13, 2025 and that can be seen here: https://x.com/4TheRepublicrat/status/1890214840997933183. Yet, despite tagging key members of his administration, my warnings and strategic proposals seem to have fallen on deaf ears. If anyone in
@realDonaldTrump's administration had read my articles and consulted their legal teams, we would likely be past this issue already—and the Supreme Court would not have had the opportunity to force the release of these $2 billion in #ForeignAid.
But the fight is not over. The solution is now in the hands of Congress, and Trump must immediately urge Republican lawmakers to pass the rescission bill to permanently cancel these funds before they are spent.
The Supreme Court’s Overreach and the Path to Reversing It.
The 5-4 Supreme Court ruling against Trump on USAID funding was not just a legal setback—it was a failure of strategic planning within the administration. The ruling, which forces the executive branch to distribute nearly $2 billion in foreign aid, was enabled by a temporary injunction from a lower court judge—a judge who likely had no jurisdiction to dictate how the executive branch spends money. The four conservative justices who dissented rightly pointed out that this ruling was a dangerous expansion of judicial power, allowing a single district judge to force the White House’s hand on federal spending.
Nevertheless, #Congress still has the power to fix this.
The Impoundment Control Act of 1974 grants Congress the ability to rescind previously approved funding. A rescission bill only requires 51 votes in the Senate, meaning that it cannot be filibustered. This means that Republicans have the numbers to pass it—but they need the willpower to act immediately.
Beyond the Rescission: Codifying Trump's #ExecutiveOrders.
If Trump and his allies in Congress fail to act swiftly, this will set a dangerous precedent for any future administration. The Supreme Court ruling is a clear sign that Trump’s executive actions are vulnerable unless they are permanently enshrined into law.
That is why Congress must not only pass the rescission bill but also codify Trump’s latest executive orders, particularly those aimed at:
-Cutting wasteful government spending
-Reducing foreign aid to corrupt organizations
-Restricting #DEI (Diversity, Equity, and Inclusion) funding in government agencies
-Strengthening national security measures
If these policies remain as executive orders, they can be instantly reversed by the next Democratic president. However, if Congress enacts them into law, they will become far more difficult to undo. This is how the deep state operates—they enshrine their policies in bureaucracy, while Republicans often rely too much on executive orders that can be undone in seconds.
The Time for Action is NOW.
The current Republican-controlled Congress has an opportunity and an obligation to act decisively. They have wasted far too much time. The rescission bill must be passed immediately, and all necessary policy changes must be codified into law before it is too late.
Trump must publicly pressure Congress to move forward with legislation that permanently secures his agenda. The time for half-measures is over—this is the moment to seize victory.
Republicans in Congress: do not squander this chance.
